Reporting to the Fire Commissioner, the successful applicant will promote review and assist in the development and provision of fire protection services throughout the Labrador region. S/he will also assist in the development and delivery of emergency management training and emergency planning in the region. This position will support law enforcement officials by performing fire investigations to determine cause and origin of fire and extent of damage, gather relevant evidence and appear in court as required. S/he will respond to emergencies and function as lead advisor in emergency planning activities, emergency response and fire protection. This position will inspect liquor establishments in conjunction with law enforcement officials, on a scheduled basis, and perform head count and checks for proper functioning of fire and life safety features. The incumbent will also inspect other facilities to ensure compliance with codes and regulations, serve close building orders, determine necessity for fire lanes, develop solutions to capacity problems and write related reports. This position performs technical calculations to determine occupant loads for all publicly occupied buildings in the region and inspects construction sites of new and occupied buildings during work in progress, designs or revises evacuation plans and revises interior signage. S/he will serve on a variety of committees and working groups on an international, national, provincial and regional level representing the agency’s views on fire and emergency services issues. Develop specifications for all firefighting equipment, review tender documents for compliance with specifications and test equipment when received for proper working order and compliance with specifications before commissioning to the appropriate volunteer fire department. Review all funding requests for equipment and recommend acceptance/rejection. S/he will conduct assessment of existing fire protection equipment and systems throughout the region and prepare written technical reports on current condition, required maintenance, etc. The incumbent will carry out technical calculations to ensure adequate water flows to all buildings in the event of fire, provide related advice to engineers to assist in plan development, and negotiate the required upgrades with owners. Travel throughout the region and the island portion of the province will be required for this position.
Qualifications
Applicants must have knowledge of all aspects of fire protection including life safety issues, fire suppression systems and building and other facility construction and blue print reading. Candidates must also have knowledge of emergency management planning. Candidates must demonstrate effective communication, organizational, facilitation and analytical skills. S/he must also possess effective leadership, relationship building skills and have the ability to work independently. The above qualifications would normally have been acquired through completion of a post secondary degree in Emergency Management, Fire Protection supplemented with considerable related work experience. Equivalencies may be considered.
